Consultant Available for Select Boards

Jane Conrad is an experienced select board member knowledgeable in municipal law available to serve as a resource and mentor to municipalities navigating:

  • setting policy priorities;

  • long-range planning;

  • divisive policy issues;

  • public communications;

  • time management & preparation of an annual calendar plan;

  • responsibilities and communications between the Select Board, volunteer committees and staff;

  • complying with legal requirements;

  • and identifying resources to fund special projects.




Consultations may be periodic, short- or long-term by mutual arrangement, paid for on an hourly basis. Jane Conrad is a retired attorney and member of the St. George Select Board with experience handling a wide range of issues facing municipalities today. Her experience includes budget development, capital and planning efforts such as incorporating the town’s volunteer ambulance service & equipment into a town department, acquisition of property for hiking trails and conservation, an upcoming real property tax revaluation, and the $4 million renovation of the Port Clyde Landing. Under Ms. Conrad’s leadership, St. George recently adopted its Comprehensive Plan following a rigorous two-year process to identify community values & priorities and was one of the first communities in Maine to engage in a detailed analysis and planning effort to address sea-level rise. Prior to moving to Maine, Ms. Conrad represented individuals, businesses, school districts, police departments and municipalities in civil lawsuits.


After moving to Maine, she worked for a municipal attorney on land use, taxation, ordinance interpretation and other issues. Although now retired from the practice of law, her familiarity with the legal issues facing municipalities can help select boards and town managers avoid legal pitfalls and determine when legal counsel is necessary.
