Brownfields Assessment and Cleanup Program

Maine’s Economic Development Strategy G:
Promote Hubs of Excellence

Background

In May 2025, the Midcoast Council of Governments (MCOG) received two awards from the US Environmental Protec on Agency towards cleaning up contaminated sites in the Midcoast region of Maine. This includes providing free administrative and planning assistance to communities, free Phase 1 and Phase 2 Environmental Site Assessments for sites communities strongly believe to be contaminated with hazardous materials, and $732,000 in combined grants and low-interest loans to assist with cleaning up sites with known hazardous materials.

At this time, the MCOG is accepting applications for free Phase I and Phase II environmental site assessments to determine if a public or private site being considered for development has hazardous materials (lead, asbestos, mold, heavy metals, etc.). We are also accepting applications for communities and businesses that are interested in cleaning up these sites as part of their redevelopment strategies.  The remediation involves a mixture of grants and low-interest loans that are determined on a case-by-case basis. Next Steps

The Brownfield Program has a rolling deadline until we must phase out in 2029. If we receive a high demand in applications, we intend to request supplemental funding to help clean up this region.

  • What are the plans for the site if the hazardous materials are cleaned up?

  • What is your timeline for completing your project?

  • What resources and funding will be necessary to accomplish your goals?
